Starting next year (in 2026), expensive toll charges on the existing Interstate Bridge will begin at a cost of an estimated $2350/yr per commuter driving across the bridge two times a day. Tolls will place a financial burden on everyone, so we firmly oppose tolls on the I-5 crossing!

Billboards make their argument for tunnel instead of bridge
This newsletter is intended to provide you with up-to-date information on the IBRP Locally Preferred Alternative [LPA] and tolling information.

Neighbors4A-BetterCrossing.org recently placed a large billboard on North I-5 just past Columbia Blvd. You may have seen this display and wondered about it.  The sign reads: STOP MONSTER TOLLS! Sign the petition to stop IBR’s Toll Bridge.

  • Demand a lower-cost Immersed Tunnel
  • Save and repurpose the historic I-5 Bridge for local traffic.

The Neighbors4A-BetterCrossing.org website provides information to help you understand the argument being made for a smaller footprint over Hayden Island, and a much lower-cost river crossing alternative.

“Neighbors for a Better Crossing” would like to move forward with a smaller and lower-cost immersed tunnel crossing rather than the IBRP proposal. They are advocating to keep the current historic I-5 bridge for local traffic. In addition, they have collected many studies from experts that show that an immersed tunnel would both work better for a crossing and be significantly cheaper. The IBRP proposal would require the personal burden of tolling or federal funding.

The Vote Before Tolls (IP-31) petition is an effort to ensure that Oregon voters have a say before tolls are implemented anywhere in the state. If 180K signatures are gathered by June 2026, this initiative will be on the ballot. If passed, it will prevent tolling on Oregon roads without voter approval.

How to Sign the Vote Before Tolls Petition

      * IP-31 must be signed in person by registered Oregon voters. It must be mailed back to Dean Suhr at PO Box 218, West Linn, OR 97068

*You can request preprinted 10-up signature sheets or a single-signer petition here: VoteBeforeTolls.org/initiative
